Wirtschaftspolitik, Zollorganisation und Außenhandelsbeziehungen des 1807 von Napoleon gegründeten Königreichs Westphalen vor dem Hintergrund des ›système continental‹ und des kontinentalen Handelskrieges mit Großbritannien stehen im Mittelpunkt dieser Studie. Sie stützt sich für die Erforschung dieser bisher nahezu unbeachteten Themen auf umfangreiches, bislang unberücksichtigtes Aktenmaterial aus deutschen und französischen Archiven. Unter besonderer Würdigung des Dualismus zwischen den westphälischen Finanzministern Hans von Bülow sowie Karl August von Malchus und Außenminister Pierre-Alexandre Lecamus entwirft Oliver Baustian das detailreiche Wirtschaftsprofil dieses französischen Modellstaates in Deutschland zwischen Integration in das ›système continental‹ und dessen Ablehnung. Dabei widerlegt er die These, Napoleon habe die wirtschaftlichen Interessen seiner Verbündeten generell missachtet, am Beispiel Westphalens unter Bezugnahme auf die dynamische kaiserliche Politik der Seehandelslizenzen und der Zollorganisation in den hanseatischen Departements. Durch seine nicht systemkonforme Haltung im Handelskrieg trug der »Modellstaat« Westphalen jedoch letztlich zur Schwächung der napoleonischen Wirtschaftsordnung bei.
